Experts from ICOMOS and UNESCO advised the management of Perm-36 Memorial Center of History of Political Repression, Autonomous Non-for-Profit Organization which established the museum, to apply to UNESCO for the former camp to be listed among the World Heritage after major site objects are repaired. A precedent of listing such an object among the World Heritage was set back in 1979, that object being Auschwitz-Birkenau a former Nazi death camp.
When the 2020s began, the restoration program was within the reach of completion so the management the management of Perm-36 Memorial Center applied for the monument to be appraised by experts from the Ministry of Culture of the Russian Federation, ICOMOS and UNESCO in the autumn of 2012. However, the Minister of Culture of the new government of Perm Territory denied funding of the appraisal while historic references and other documents prepared by the Memorial Center to this end were ‘lost’ by the Ministry.
Since then, appraisal of the monument and preparation of documents for UNESCO have never been discussed.
